ISAT Profit Jumped 37% as a Capex Surge Turned Cash Flow Negative

Indosat Ooredoo Hutchison's 9M 2026 revenue grew 11.1% YoY to Rp45,750.2 billion and net income attributable to owners grew 37.2% to Rp4,921.8 billion, but operating cash flow fell 9.7% and capital spending jumped 68.6%, swinging free cash flow from +Rp5,442.0 billion a year ago to -Rp3,142.0 billion this period. The buildout behind it - infrastructure under construction nearly sixfolded - is being funded by a new US-dollar bank loan, a 30.9% rise in finance lease liabilities and a 131.3% jump in unpaid project payables, not operating cash.

Indosat's net profit rose 37.2% year-over-year this quarter, but the business itself burned cash, because a sharp jump in network-infrastructure spending is being financed mostly through new debt, growing finance leases and unpaid vendor bills, not operating cash flow. Revenue and profit both grew comfortably again, continuing the trend H1 2026's coverage described. But operating cash flow actually fell 9.7% year-over-year even as profit rose, while capital spending jumped 68.6% - a swing large enough to turn free cash flow negative, reversing 26 straight quarters of positive free cash flow recorded back to Q1 2020. The gap is being bridged by a new US-dollar bank loan, a 30.9% rise in finance lease liabilities, and a 131.3% jump in unpaid project payables to vendors - debt-funded growth, not self-funded growth, for a company that spent much of 2025 paying debt down.

Free Cash Flow Turned Negative After 26 Straight Positive Quarters

Free cash flow swung from +Rp5,442.0 billion in 9M 2025 to -Rp3,142.0 billion in 9M 2026, breaking a run of 26 consecutive positive quarters stretching back to Q1 2020 (Indosat's free cash flow was last negative in Q1 2019, before that run began). Operating cash flow fell to Rp14,193.1 billion from Rp15,722.0 billion (-9.7%), even as reported profit climbed, because higher interest and tax payments ate into cash generated from operations (Rp18,956.5 billion, itself down slightly from Rp19,352.5 billion). Meanwhile capital spending (property, plant and equipment plus intangibles) jumped to Rp17,335.1 billion from Rp10,280.0 billion (+68.6%). Profit and cash generation went in opposite directions this quarter - a reminder that a growing net-income line doesn't automatically mean a business is self-funding.

The Buildout Is Financed by Debt, Leases and Unpaid Vendors

The asset side of the balance sheet shows where the cash is actually going: telecommunications infrastructure under construction jumped from Rp3,817.6 billion at the end of 2025 to Rp21,954.3 billion at the end of September - a nearly sixfold increase, with Rp28,230.1 billion in gross additions over the nine months before some of it was reclassified into completed assets. That is far more than the Rp17,335.1 billion the company actually paid in cash for capex this period, and the difference shows up as new liabilities: "project payables" (amounts owed to contractors and suppliers, not yet paid) jumped 131.3% to Rp20,463.2 billion from Rp8,846.6 billion, finance lease liabilities (current and non-current combined) rose 30.9% to Rp51,747.3 billion from Rp39,535.5 billion, and total interest-bearing debt excluding leases (bank loans, bonds and sukuk) rose 20.1% to Rp18,472.2 billion from Rp15,379.7 billion - a jump driven substantially by a new, large US-dollar bank loan (see Beyond the Usual below). Indosat is building its network on credit extended by lenders and vendors, not on cash already in the till.

The Core Telecom Business Itself Still Looks Fine

Strip out the financing question and the underlying business kept growing at a normal pace: revenue rose 11.1%, Selular (cellular) grew 9.5%, and MIDI (the enterprise/data segment) again grew fastest at 20.7%, consistent with Q1 2026 and H1 2026, both of which also showed MIDI outgrowing the other two segments. The capex ramp itself isn't a red flag on its own - a telecom operator spending heavily to build capacity is doing exactly what the business requires, and H1 2026's guidance upgrade (capex raised to roughly Rp23 trillion for the year, see H1 2026's coverage) already told readers this was coming. What's new this quarter is seeing how much of that spending is landing on the balance sheet as debt and unpaid bills rather than being paid for out of operations.

The Prescription

Indosat should keep pushing capital into MIDI and the infrastructure behind it - it is still the fastest-growing segment, management already committed to a near-doubling of FY2026 capex guidance last quarter, and this quarter's numbers show that money is now actually being deployed (infrastructure under construction up nearly sixfold) rather than sitting as unspent guidance. The buildout itself is a reasonable bet for a telecom operator in a market where MIDI keeps outgrowing the core cellular business.

What it should stop doing: letting disclosure quality fall at exactly the moment leverage is rising fastest. This quarter's interim financial statements - a limited review, not a full audit - carry no commitments note, no related-party narrative beyond two small counterparty tables, and no subsequent-events note, and no investor presentation was published alongside them. A reader cannot tell from this filing alone what the new project payables are actually for, who holds the new US-dollar loan beyond its size and rate, or what capacity the infrastructure under construction is meant to deliver. Those are exactly the questions a reader most needs answered when debt, leases and vendor payables are all climbing together - not the moment to publish less than usual.

No investor presentation for this quarter was available at the time of writing, so the company's own non-GAAP EBITDA figure (used in Q1 2026 and H1 2026) isn't available either. The EBITDA row above is derived instead (operating income plus depreciation and amortization, Rp12,678.2 billion this period vs Rp11,885.0 billion a year ago) - the same method applied to both periods for comparability, but it is not the company's own reported figure and may not match it exactly once a presentation is published. Operating income itself is also derived this quarter: this filing's structured format carries no explicit "operating profit" subtotal line the way earlier filings did, so it is built as revenue less interconnection, network operation, maintenance, employee, marketing and other operating expenses, plus the "other gains (losses)" line, before finance income, finance costs and the share of associates' profit - a construction that reconciles exactly to the filing's own reported profit-before-tax line (Rp6,464.5 billion this period, Rp4,747.7 billion a year ago).

Net income attributable to owners grew faster (+37.2%) than consolidated net income including non-controlling interests (+33.1%) because the non-controlling interests' own share of profit actually fell, to Rp193.4 billion from Rp256.6 billion a year ago (-24.6%) - the filing does not break down which subsidiary this reflects. See Free Cash Flow Turned Negative above for why operating cash flow and capex, not the income statement, are the more important numbers this quarter, and Beyond the Usual below for a line inside operating income that did an outsized share of the work.

Key Operational Metrics

No investor presentation was published for this quarter, and this filing's financial statements carry no subscriber, ARPU, network-footprint or other operational KPI data. None of the usual Key Operational Metrics - total subscribers, blended ARPU, 4G/5G base station counts - are available this cycle; they should return once a presentation is published.

Segments

Indosat reports three segments: Selular (cellular - voice, SMS, data, value-added services to individual and business customers), MIDI (Multimedia, Data Communication, Internet - enterprise IT services, fixed connectivity, data center, and related services), and Telekomunikasi Tetap (Fixed Telecommunications - international and fixed-network voice). As in Q1 2026 and H1 2026, the filing discloses segment revenue but not segment-level operating profit or margin.

Segment Revenue 9M 2026 Revenue 9M 2025 YoY Share of 9M 2026 Revenue
Selular (cellular) Rp37,854.2B Rp34,557.3B +9.5% 82.7%
MIDI (enterprise/data/IT) Rp7,239.8B Rp6,000.3B +20.7% 15.8%
Telekomunikasi Tetap (fixed) Rp656.2B Rp604.0B +8.6% 1.4%
Total Rp45,750.2B Rp41,161.6B +11.1% 100%

Selular

Still 82.7% of revenue, growing slightly ahead of H1 2026's cumulative pace (H1 2026: +12.2% cumulative) but below the consolidated average this period, consistent with the legacy-to-data shift the Q1 2026 and H1 2026 posts both described.

MIDI

The fastest-growing segment again, at +20.7% - a touch ahead of H1 2026's +18.5% cumulative pace and the clearest sign that the enterprise/data buildout the capex ramp above is funding (see The Prescription) is still finding paying demand, not just absorbing capital. At 15.8% of revenue it remains far too small to move the consolidated numbers on its own.

Telekomunikasi Tetap

The smallest segment at 1.4% of revenue, growing 8.6% - broadly in line with its recent run rate and still too small to matter to the consolidated picture either way.

Beyond the Usual

An Rp1.1 Trillion Swing in an Unexplained "Other Gains" Line Drove Most of This Quarter's Profit Growth

The income statement's "other gains (losses)" line rose to Rp1,484.3 billion from Rp389.3 billion a year ago - an increase of Rp1,095.0 billion that accounts for about 64% of the Rp1,716.9 billion increase in profit before tax this period. This filing doesn't break the line into its components the way the H1 2026 filing's Note 32 named the fiber-network-divestiture gain in full, so its composition can't be confirmed from this document, and nothing here establishes it is the same item. But the size and recurrence of the pattern is worth naming plainly: this is at least the third time in Indosat's last four reported periods - FY2025 and H1 2026 both flagged a similar below-the-line item doing outsized work on a reported profit number - that a meaningful share of Indosat's headline profit growth traces to something other than the core telecom business, and this quarter is the first where the filing gives no narrative explanation of what it actually is.

A New US$420 Million Floating-Rate Loan Comes Due in Four Months

The notes to the short-term bank loans disclose a single new borrowing: US$420,000 thousand (about Rp7.5 trillion at the period-end rate), floating-rate, maturing 23 February 2027 - well within the next financial year. This is almost the entirety of the Rp7,547.7 billion in short-term bank loans that appeared this quarter from a zero balance at the end of 2025, and it is denominated in US dollars while Indosat's revenue is almost entirely in rupiah, adding currency risk to the refinancing question. The filing names no lender and gives no stated purpose for the loan.

Employee Costs Jumped 42% and a Staff-Benefit Liability Rose 58%, With No Explanation Given

Employee benefits expense rose to Rp3,296.0 billion from Rp2,317.5 billion (+42.2%) - far outpacing revenue growth of 11.1% - while the short-term post-employment benefit obligation on the balance sheet rose to Rp987.7 billion from Rp625.9 billion (+57.8%). Together these are consistent with a workforce restructuring, a one-time accrual, or a genuine headcount or compensation increase, but this filing's thinner disclosure this quarter gives no narrative explanation for either figure, unlike the detail prior quarters' filings have sometimes carried.

PT Telekomunikasi Indonesia - a direct competitor in the Indonesian telecom market - appears in this filing's related-party trade-receivable and trade-payable tables, with a related-party trade payable balance of Rp24,516 million this quarter under the counterparty label "Badan Usaha Milik Negara" (state-owned enterprise). This isn't a sign of any corporate relationship between the two telecom operators: Indonesia's OJK Regulation VIII.G.7, cited in this filing's own accounting-policy notes, classifies any entity controlled or significantly influenced by the government as a related party, and Telkom is majority state-owned. The interconnection payments the two companies owe each other for carrying each other's traffic get flagged as "related party" transactions purely because of who owns Telkom's shares, not because of anything involving Indosat's own ownership or control.

The Fiber Joint Venture's Associate Stake Keeps Growing

Investment in associates and joint ventures rose to Rp3,032.3 billion from Rp1,039.4 billion at the end of 2025 - a nearly threefold increase. H1 2026's coverage explained the single largest driver of this line: the 49.9% stake in NFT, the investor that bought Indosat's fiber-optic network in the Q2 2026 divestiture. This filing doesn't break the Rp3,032.3 billion balance down by individual associate, so the further increase since H1 can't be fully attributed, but it is consistent with that stake still being carried and growing. The filing's related-party trade-payable table also shows Starone Mitra Telekomunikasi (SMT) - the 25%-owned data-center associate named and explained in the FY2023 post - still transacting with Indosat at a modest Rp59,083 million balance this quarter.

Target Valuation Range

Roughly in line with where Indosat traded a year ago - slightly cheaper on P/E, slightly dearer on EV/EBITDA - and leverage, after H1 2026's one-off cash spike from the fiber sale wore off, is back near (and still below) where it stood twelve months ago, not structurally higher. Too early to call against peers, since none is independently verified yet.

Market capitalization here is derived from Indosat's unchanged share count (32,250,810,957, since the 2024 stock split) multiplied by the period-end closing price, since no investor presentation was available this quarter to source the company's own disclosed market cap figure used in earlier posts.

Net income, annualized (attributable to owners) Rp6,562.4B Rp4,783.2B
P/E (annualized, reported) ~11.11x ~11.8x

H1 2026's own net debt/EBITDA of 0.10x isn't shown in this table because it used the company's presentation-based EBITDA rather than the derived figure above - but directionally, that ratio was depressed by the Rp11.7 trillion in cash Indosat still held mid-year from the fiber-network sale, before most of it went into this quarter's capex. Now that the cash has been spent, leverage has moved back up toward (but still sits below) where it stood a year ago. The share count has not changed since the 2024 split (32,250,810,957, confirmed again this quarter against the balance sheet's own disclosed basic-EPS calculation), so none of the multiples above are distorted by a share-count change. No peer table is included: Telkom Indonesia's (TLKM) own share count for a comparable period still hasn't been independently verified against a downloaded source document, and showing one company's multiple without the other invites false precision, the same reasoning every prior ISAT post has given.

PT Indosat Tbk's unaudited interim consolidated financial statements for the nine-month periods ended 30 September 2026 and 2025 (limited review, auditor's report dated 27 October 2026), as filed with the Indonesia Stock Exchange. The company published a press release on its own investor site around 28 October 2026; it was not downloaded as a file and is not used as a source for any figure in this post - every number here traces only to the filed financial statements above.
